Do you need a permit?
Mesa does not require a permit for a re-roof.
Swapping a roof covering is exempt from permit so long as the new covering is rated at least as high as the classification of the roofing it replaces. A home on the historic register may still need a Certificate of Appropriateness. An exemption is not a license to ignore Mesa building or zoning rules.
