Do you need a permit?
Mesa does not require a permit for a retaining wall.
A retaining wall escapes the building permit requirement when it stands 4 feet or less, gauged from the footing base up to the wall's top, and none of the disqualifiers apply: nothing loading it from behind, no Class I, II or III-A liquids held back, no Desert Uplands Development Standards on the property, no Historic Preservation Overlay District and no historic-landmark designation for the site, and no public easement underneath. Being exempt from a permit does not authorize work carried out in violation of the Mesa Administrative Code, the technical codes, or any other laws or ordinances of the City.
