Do you need a permit?
Phoenix requires a permit for a re-roof.
Roof covering replacement or roof recover using the same type of material as the original roofing does not require a permit. Installation of a nonstructural weatherproof exterior covering over an existing weatherproof covering is also exempt where the new covering does not affect the fire-resistive classification of the existing structure.
