Huntington Beach requires a permit for general building work.
Huntington Beach publishes a 'Work Exempt from Permits' handout that tracks CBC/CRC 105.2 with local tightening. Cosmetic work -- painting, papering, tiling, carpeting, cabinets, countertops and similar finish work -- is exempt. Structural work, additions, new buildings and alterations are not. Note the city's fence and reroof thresholds are lower than the state model (see those rows).
