Huntington Beach requires a permit for a fence.
Huntington Beach amends the state threshold downward and splits it by material. Masonry or concrete fences are exempt only up to 42 inches in height above the lowest adjacent grade. All other fences (wood, vinyl, chain link, wrought iron) are exempt up to 6 feet above the lowest adjacent grade -- not the 7 feet in CBC/CRC 105.2. A 5-foot block wall therefore needs a permit in Huntington Beach while a 5-foot wood fence does not.
