Huntington Beach requires a permit for a retaining wall.
Huntington Beach follows the state threshold: retaining walls not over 4 feet in height, measured from the bottom of the footing to the top of the wall, are exempt -- unless the wall supports a surcharge or impounds Class I, II or IIIA liquids. Any wall over 4 feet measured footing-to-top, or any wall of any height carrying a slope, driveway or structure surcharge, requires a permit.
