Huntington Beach's exempt-work handout lists the standard electrical carve-outs: minor repairs, like-for-like replacement of receptacles and switches, temporary decorative lighting, and systems operating at less than 25 volts and not capable of supplying more than 50 watts. New circuits, service upgrades, panel replacements and rewiring all require an electrical permit.
