Do you need a permit?
Ontario requires a permit for a water heater.
None. Ontario's Building Permit FAQ answers directly that a plumbing permit is required to replace a gas water heater in a single-family dwelling. The FAQ's plumbing/mechanical exemptions are limited to garbage disposers, domestic cooking ranges, broilers and clothes dryers, and portable ventilating or cooling equipment -- water heaters are not among them. Gas piping also requires a permit except for a run of less than 6 feet between an existing gas outlet and an appliance in the same room.
