Colorado Springs requires a permit for a retaining wall.

When a permit is not required

Section RBC105.2.1 of the 2023 Pikes Peak Regional Building Code exempts a retaining wall of 4 feet or less, sized from the lower grade up to the upper grade. The exemption is lost if the wall carries a surcharge from a structure or from a slope steeper than two units horizontal to one vertical, or if it impounds Class I, II or III-A liquids.
