When a permit is not required

Hialeah draws a line through roofing work for the $7,500 residential exemption at Florida Statutes Section 553.79(1)(g), effective July 1, 2026. Minor roof repair that makes no structural change, for which the city offers replacing shingles or sealing a small leak as examples, is listed as work that may qualify. Roofs also appear on the city roster of structural elements for which a permit is always required regardless of cost, so a full re-roof or anything reaching the roof structure stays permitted. The exemption is unavailable on property in a flood hazard area, and a written request with documentation of scope and value has to be filed through the Tyler Citizen Self Service portal and reviewed before any work is treated as exempt.
