When a permit is not required

A water heater replacement in Hialeah needs a permit whatever it costs. The city names water heaters explicitly when listing the plumbing work that can never use the $7,500 residential exemption, and Florida Statutes Section 553.79(1)(g) excludes plumbing from that exemption statewide as of July 1, 2026. A gas-fired unit draws a second exclusion, because gas lines, appliances and connections are listed too.
