Do you need a permit?
Jacksonville requires a permit for general building work.
Work that needs no permit includes patio slabs; swapping a plumbing fixture downstream of the stop, though not a water heater; sealing a plumbing leak; and freeing a drain blockage where no valve, pipe or fixture has to be moved or replaced. On the mechanical side the list covers hooking up portable heating, ventilating or cooling units; steam, hot water or chilled water piping that stays inside code-regulated heating or cooling equipment; changing out a part inside one piece of equipment; and a self-contained refrigeration unit whose charge is 10 pounds of refrigerant or less and whose motors are one horsepower or under. Once the permit fee for a new building or an addition has been paid, fences, walls, awnings, masonry fence walls and similar ordinary components of the construction are covered by it and are not separately permitted or charged. Since July 1, 2026 a statewide exemption has sat alongside the local list above. Fla. Stat. 553.79(1)(g), enacted as Chapter 2026-63, Laws of Florida, compels every Florida local government, Jacksonville included, to waive the building permit when the owner of a single-family dwelling or that owner's contractor performs work at the property worth under $7,500. It has to be asked for: a written exemption request goes to the local enforcement agency together with the contract or other proof of what the work is and what it costs. Electrical, plumbing, structural, mechanical and gas work never qualify, nor does any property sitting wholly or partly within a flood hazard area as the Florida Building Code defines it, and a project may not be broken into pieces to slide under the figure. Jacksonville has not published a request procedure, a form or a review timeline of its own for this exemption, so the statutory requirement is what governs and the Building Inspection Division should be asked how it wants the request submitted through JaxEPICS.
