Do you need a permit?

Jacksonville requires a permit for a water heater.

When a permit is not required

Replacement of plumbing fixtures after the stop does not require a permit, but water heaters are specifically excluded from that exemption and require a permit. The July 1, 2026 statewide exemption at Fla. Stat. 553.79(1)(g) does not change this. Plumbing work is ineligible for that exemption at any project value, and gas and electrical work are ineligible too, which covers every common water heater configuration.
