Do you need a permit?
Jacksonville requires a permit for a re-roof.
A separate roofing permit is not required for original roofing on new one- and two-family dwellings or for original roofing on additions and accessory buildings for single-family dwellings. Where a homeowner is doing the work as part of a new home or addition, no additional roofing permit is needed, but recovering the roof of the host structure in the case of an addition requires a separate roofing permit. A separate question arises under Fla. Stat. 553.79(1)(g), the $7,500 residential exemption that took effect July 1, 2026 statewide. That paragraph withholds the exemption from structural work and from flood hazard area properties but does not say whether roofing is structural, and Jacksonville has not published its own reading. Until the Building Inspection Division states a position, a roofing permit should be assumed to be required and the exemption raised with the division directly.
