Do you need a permit?

Jacksonville requires a permit for a retaining wall.

When a permit is not required

Fla. Stat. 553.79(1)(i), added by Chapter 2026-63, Laws of Florida effective July 1, 2026, entitles a retaining wall that spans more than one lot at single-family, two-family or townhouse properties to a single permit covering the whole project, so Jacksonville may not require a separate permit for each lot the wall crosses. The companion $7,500 exemption at Fla. Stat. 553.79(1)(g) excludes structural work at any value; the statute does not classify retaining walls and the city has published no interpretation, so the point should be settled with the Building Inspection Division before relying on it.
