Baton Rouge requires a permit for a retaining wall.

When a permit is not required

Section 8:501 of the Code of Ordinances keeps retaining walls of four feet or under — footing base to wall top — outside the permit requirement, so long as nothing adds load behind the wall and no class I, II or IIIA liquid is held back. The Permit & Inspection Division information sheet Understanding Permit Requirements words the same exemption more loosely, as retaining walls less than 4-feet.
