Baton Rouge requires a permit for a water heater.

When a permit is not required

The Permit & Inspection Division information sheet Understanding Permit Requirements exempts three kinds of plumbing work: sealing a leak in a drain, waste, vent, water or soil line; clearing a blockage or fixing a leak in a pipe, valve or fixture, and pulling and resetting a water closet; and replacing a plumbing fixture. Two limits narrow the first two: where a concealed trap or a defective drain, waste, vent, water or soil line has to be taken out and a new one installed, that counts as new work needing a permit and an inspection, and the repair exemption does not reach work that replaces or rearranges valves, pipes or fixtures. Section 8:501(4) of the Code of Ordinances carries only the first two of these exemptions and does not list replacing a plumbing fixture.
