The Inspections Department's frequently asked questions page states that the city does not require permits for replacing or covering shingles, and the Fargo Municipal Code's local amendment to IBC Section 105.2 lists reroofing among the work exempt from permit; the city's permitting and licensing portal separately publishes a Roof application covering reroof and tear-off projects.
