Clark County requires a permit for a re-roof.
Clark County's exemption is narrower than it first appears: section 22.02.190 exempts replacement of roof covering materials only where no more than 64 square feet of roof sheathing is replaced. In other words the sheathing-replacement quantity, not the roof area or the material, is the trigger. A typical full tear-off and re-cover that disturbs more than 64 sq ft of sheathing needs a permit, and any change to the roof structure, framing or fire-resistive assembly does as well. Re-roofing is not on the county's Simple Online Permit list, so it goes through normal submittal rather than instant over-the-counter issuance.
