Clark County requires a permit for a water heater.
Clark County does require a permit to replace a water heater — there is no in-kind exemption of the kind Maricopa County adopted. The county does, however, place water heaters on its Simple Online Permit list, alongside gas re-tag, reverse osmosis, water softener and residential re-pipe, meaning the permit is issued instantly online without plan review. The only related building-code exemption is for water tanks up to 5,000 gallons supported directly on grade, which does not cover a domestic water heater installation.
