Logan publishes a handout titled 'When Is A Building Permit Required' (https://www.loganutah.gov/document_center/Building%20Dept/Docs/When%20Is%20A%20Building%20Permit%20Required%202016.pdf). The practical thresholds it and the City's other project handouts reflect: a shed or detached garage below 200 square feet is exempt so long as no electrical, mechanical or plumbing work goes in; a detached structure put to any use other than a shed, a home business for instance, needs a permit at any size; fences over 6 feet tall need one; and so does a concrete retaining wall of 4 feet, sized from the footing base up to the wall's highest point.
