Do you need a permit?

Logan requires a permit for a retaining wall.

When a permit is not required

Logan's Fence Permit Application calls for a building permit before the construction of any concrete retaining wall of 4 feet, gauged from the footing base to the wall's highest point. The City separately publishes a 'Rock Retaining Walls' guideline handout that governs design rather than permitting: for fill slopes under 4 feet, a slope no steeper than 1.5:1 not supporting a surcharge may be protected by rock of any size as erosion protection, and a grade change of 4 feet or less may use rock or boulders as a wall if average rock size is at least 18 inches, the slope is no steeper than 0.5:1 (63 degrees) and natural grade is level 4 feet above and below. For fill slopes over 4 feet, angular rock must be confined at least 1 foot into undisturbed or compacted soil, average rock size at least one-third the wall height, and setbacks from structures above or below at least one-third the wall height; a fill slope steeper than 1:1 must follow a soils consultant's recommendations and be inspected by that consultant, with the lowest rock layer confined at least one-quarter of the wall height (need not exceed 2.5 feet) and backfill compacted in lifts not exceeding 12 inches. A fill slope steeper than 0.75:1 is not permitted, and a cut slope steeper than 0.5:1 is not permitted.
