underdrains damaged by activities other than for structure installation, or as defined above, shall be at no additional cost to the Department.
The cost of disposal of unsuitable excavated materials, installation of pipe end caps, rodent screens, and other incidentals shall be included in the cost of the pay items in this section. 220
