Do you need a permit?
Surprise requires a permit for a deck.
Under Section R105.2 of the city's adopted residential code (2024 International Residential Code as locally amended, effective January 1, 2026), a small freestanding deck can qualify for a permit exemption: it must stay within 200 square feet of area, sit no higher than 30 inches above grade at any point, remain detached from the dwelling or townhouse, and not serve the exit door required by Section R318.4. A permit exemption does not authorize work that violates other laws or ordinances of the jurisdiction.
