Do you need a permit?

Surprise requires a permit for a re-roof.

When a permit is not required

Under the city's Local Amendments to the 2024 International Residential Code (effective January 1, 2026), re-roofing with the same type of material as the original roofing is exempt from a building permit, provided not more than two layers of asphalt shingles are applied over an existing asphalt shingle roof. A permit exemption does not authorize work that violates other laws or ordinances of the jurisdiction.
