Do you need a permit?
Surprise does not require a permit for a fence.
The city's Local Amendments to the 2024 International Residential Code (effective January 1, 2026) exempt fences not over 6 feet high from a building permit; the companion International Building Code amendment in the same document exempts fences other than swimming pool barriers not over 6 feet high. A permit exemption does not authorize work that violates other laws or ordinances of the jurisdiction.
