Do you need a permit?
Surprise requires a permit for a retaining wall.
Under Section R105.2 of the city's adopted residential code (2024 International Residential Code as locally amended, effective January 1, 2026), a retaining wall qualifies for a permit exemption when it stands 4 feet or less, taking the measurement at the bottom of the footing up to the top of the wall, and carries no surcharge; taller walls and any wall supporting a surcharge need a permit. A permit exemption does not authorize work that violates other laws or ordinances of the jurisdiction.
