Riverside County requires a permit for electrical work.
Riverside County's FAQ states that new electrical circuits and new electrical equipment require a permit. The exempt-work handout keeps the carve-outs narrow: replacing circuit breakers or fuses is exempt except for the main disconnect, and replacing electrical outlets and switches in legally existing boxes is exempt. Everything else, including service and panel upgrades, new circuits, subpanels, EV charger circuits and rewires, is permit work. A shed that is exempt from a building permit loses that exemption entirely in Riverside County if it has utilities, so wiring a shed pulls the whole structure into permitting rather than just requiring a separate electrical permit.
