Riverside County requires a permit for a re-roof.
Riverside County publishes an explicit reroof exemption that most California counties do not. Roof work is exempt only where it covers less than 25 percent of the legally existing roof area, does not involve the underlying framing, and has not occurred more than once in a 12-month period. That last clause closes the obvious loophole of splitting a full reroof into repeated small repairs. A full roof covering replacement is always permit work. In the unincorporated foothill and mountain areas designated as high or very high fire hazard, ignition-resistant roof assembly requirements are enforced through this permit.
