Do you need a permit?
Riverside County requires a permit for a water heater.
Riverside County's FAQ lists replacing water heaters, along with replacing water lines and sewer lines, as work that requires a permit, and the exempt-work handout does not include water heaters among the exempt plumbing items. The plumbing exemptions are limited to faucet or toilet repair and replacement and to stopping leaks in drain, water, soil, waste or vent piping, with the handout noting that actually replacing that piping does require a permit. There is no licensed-contractor carve-out for a like-for-like swap of the sort San Diego County offers.
