Riverside County requires a permit for a retaining wall.
Riverside County's exempt-work handout caps the block wall exemption at 3 feet measured from grade, which the County equates to 4 feet counted from footing bottom to wall top. That is tighter than the plain State rule and catches many garden walls that would be exempt elsewhere. Any surcharge behind the wall — sloping backfill, a driveway, a structure footing — kills the exemption regardless of height. On unincorporated hillside parcels a wall involving cut or fill also triggers a separate grading permit, which is itself deposit based in the County schedule.
