Do you need a permit?
Riverside County does not require a permit for a fence.
Riverside County follows the State threshold and exempts fences not over 7 feet in height from a building permit, making it more permissive than Los Angeles and San Diego Counties, which both cut the exemption at 6 feet. Above 7 feet a permit is required, and the fee schedule carries a dedicated line for fences over 7 feet. Block or masonry walls that also retain soil are judged under the block wall rule instead of the fence rule. Pool and spa barrier fencing is regulated separately under the pool enclosure requirements, and zoning height limits in required setbacks are independent of the building permit exemption.
