Cape Coral requires a permit for general building work.

When a permit is not required

Florida Statutes Section 553.79(1)(g), added by Chapter 2026-63, Laws of Florida (CS/CS/HB 803, 2026 Regular Session) and effective July 1, 2026, obliges every Florida local government that issues permits to drop the building permit requirement for work under $7,500 carried out on a single-family dwelling by its owner or by that owner's contractor. Cape Coral has published its own procedure at CapeCoral.gov/HB803. The request goes through the city's online permitting portal at www.capecoral.gov/energov and must carry the city's exemption request form from the Permit Document Center, a description of the scope, documentation of total project value such as a signed contract, and an administrative review fee. Nothing may be started until the city has reviewed the request and approved it. Geography defeats the exemption for most of the city: Cape Coral states that more than 60 percent of its area falls inside a FEMA mapped Special Flood Hazard Area, and a home in an AE or VE zone is out. Where any part of a parcel touches that mapping, ordinary permitting continues to govern, and the city points owners to its Forerunner property lookup at capecoralfl.withforerunner.com/properties to check. Electrical, plumbing, mechanical, gas and structural components are excluded at any price. Contracts may not be broken apart to bring each piece below $7,500. Cape Coral has not published a list spelling out which trades it treats as structural.
