Swapping a water heater stays permitted in Cape Coral. Plumbing work is named in Florida Statutes Section 553.79(1)(g) as ineligible for the $7,500 residential exemption that began July 1, 2026, and the Cape Coral HB 803 page repeats plumbing among the components that always require a permit. A gas-fired unit is doubly excluded, since gas work is listed too.
