Cook County's Department of Building and Zoning permits only unincorporated Cook County and the Forest Preserves of Cook County - its own page states the department 'oversees all building and zoning matters in the unincorporated areas of Cook County and all of the Forest Preserves of Cook County' and directs anyone inside a municipality to their local building and zoning authority. Cook County publishes a dedicated deck permit requirement sheet, so a deck is expressly permitted work in the unincorporated area. There is no published size threshold exempting small decks, and zoning setback compliance is reviewed alongside the construction.
