Cook County requires a permit for a re-roof.
Cook County's Department of Building and Zoning permits only unincorporated Cook County and the Forest Preserves of Cook County - its own page states the department 'oversees all building and zoning matters in the unincorporated areas of Cook County and all of the Forest Preserves of Cook County' and directs anyone inside a municipality to their local building and zoning authority. Reroof appears as its own permit type on the county's permit requirements list, so replacing a roof covering does require a county permit in unincorporated Cook County - a notable contrast with the Texas counties, which do not permit roofing at all.
