Cook County requires a permit for a water heater.
Cook County's Department of Building and Zoning permits only unincorporated Cook County and the Forest Preserves of Cook County - its own page states the department 'oversees all building and zoning matters in the unincorporated areas of Cook County and all of the Forest Preserves of Cook County' and directs anyone inside a municipality to their local building and zoning authority. Plumbing is separately permitted and inspected by Cook County in the unincorporated area, and the fee schedule names water heaters explicitly, so a water heater replacement is permitted work. Plumbing approval is one of the required sign-offs before a permit placard is issued.
