Cook County requires a permit for a retaining wall.
Cook County's Department of Building and Zoning permits only unincorporated Cook County and the Forest Preserves of Cook County - its own page states the department 'oversees all building and zoning matters in the unincorporated areas of Cook County and all of the Forest Preserves of Cook County' and directs anyone inside a municipality to their local building and zoning authority. A retaining wall is not named as its own permit type on the county's published list, but it is construction and site grading work in a jurisdiction that permits both - Site Grading and Flat Work are listed permit types - so a permit should be expected. Walls that alter drainage or sit in floodplain or wetland areas additionally trigger the higher engineering review tier. Confirm scope with Building and Zoning before applying.
