Do you need a permit?
Las Vegas requires a permit for a retaining wall.
A wall, including a retaining wall, that is not over 30 inches in height measured from the low finished grade to the grade on the opposite side does not require a permit. That exemption does not apply to a wall that supports a surcharge, a wall that retains flammable liquids, or a wall of combined materials that exceeds 30 inches in height. A permit is required to build a retaining wall more than 30 inches high and to add additional courses to an existing block wall, although a single added course is exempt when the resulting overall wall height stays within the maximum allowed by Title 19 of the Las Vegas Municipal Code.
