Amarillo's exempt-work page states that residential fences 8 feet or shorter generally do not require a permit provided they comply with the zoning code - a more generous threshold than the 7-foot IRC R105.2 default, which is the notable local variation here. The important carve-out: regardless of height, a permit IS required for construction, alteration or repair of the mandatory barrier/enclosure around a swimming pool or spa.
