Do you need a permit?
Maricopa County requires a permit for general building work.
Maricopa County adopted the 2018 I-Codes plus the 2017 NEC on August 17, 2022 (Local Additions & Addenda, effective September 19, 2022), and amends IBC/IRC Section 105.2 with its own exempt-work list. Work that needs no building permit includes movie/TV/theater stage sets, above-ground prefabricated pools accessory to a Group R-3 home holding 5,000 gallons or less, shade-cloth structures for nursery or agricultural use, playground equipment at one- and two-family homes, non-fixed movable cases and partitions under 5 ft 9 in, and ground- or roof-supported antenna towers and flagpoles under 200 lbs and under 45 ft. Also exempt: minor in-kind repair of glass, sash, doors, hardware, siding, soffit and fascia, and non-structural weatherproof coverings that do not change fire-resistive classification. Two unusual local provisions: buildings or land uses lawfully in existence as of January 1, 2000 that show no visible defects or unsafe conditions do not need a permit (third-party certification may be demanded), and structures erected under a Temporary Use Permit for no more than 96 contiguous hours are exempt. Note that even exempt structures still face zoning setback and accessory-structure rules, and separate Flood Control District floodplain-use and drainage permits, Environmental Services onsite-wastewater (septic) permits, and Air Quality dust-control permits are administered by other Maricopa County departments and can apply on the same lot.
