Maricopa County requires a permit for a shed.

When a permit is not required

Maricopa County's zoning directive DD-3012-01 exempts a non-habitable accessory building or structure that is single story and no greater than 200 square feet in floor area from zoning clearance, and the county's earlier (2014) Local Additions & Addenda carried a matching building-permit exemption for a detached non-habitable accessory building of 200 sq ft or less with no plumbing, electrical or mechanical services or equipment. The 200 sq ft threshold is therefore the practical dividing line, but note that the current 2022 Local Additions & Addenda exempt-work list does not restate that building-permit exemption in the same words, so confirm with Planning & Development before relying on it. Any shed with power, water or HVAC run to it loses the exemption regardless of size, and setback and accessory-structure placement rules under DD-3012-01 apply even to an exempt shed.
