Do you need a permit?
Maricopa County does not require a permit for a water heater.
Maricopa County dropped the water-heater permit requirement. The county's Construction Permit Information page states plainly that 'Permits are no longer required to replace an existing water heater provided the work is done in accordance with manufacturer's specifications,' and the 2022 Local Additions & Addenda plumbing exemption list codifies it as 'Replacement in kind of an existing storage tank water heater in one-and-two family dwellings when the work is performed by a licensed contractor.' Read together, the exemption is aimed at like-for-like storage-tank replacement in one- and two-family dwellings. Changing fuel type, converting to tankless, relocating the unit, altering gas piping or venting, or work in a multifamily or commercial building falls outside and needs a plumbing permit. The county still offers a voluntary inspection for exempt replacements. A related exemption covers replacing water closets, valves or fixtures with new ones meeting the code's water-conservation requirements.
