Do you need a permit?
Maricopa County does not require a permit for a re-roof.
This is one of Maricopa County's more generous local amendments. Item 7 of the amended Section 105.2 exempt list states that no permit is required for 'Roof replacement or re-roof with the same type of material as the original roofing.' Item 8 separately exempts installing a non-structural weatherproof exterior covering over an existing weatherproof covering on an existing structure, provided the new covering does not affect the building's fire-resistive classification. The practical boundary is material change and structure: swapping tile for shingle (or any other change of roofing type), replacing or repairing roof sheathing, framing or trusses, or altering fire-resistive assemblies falls outside the exemption and needs a permit. Commercial re-roofing that changes the roof assembly or insulation also falls outside.
