When a permit is not required

Moreno Valley's own permit FAQ states a building permit is required whenever any addition or structural modification is made to existing commercial or living space. The city amends the state list downward in several places - it requires a permit for all attached and freestanding patio covers, for any retaining or block wall over 3 feet measured from the top of footing (versus the state's 4 feet), and for roofing repair or replacement covering more than 100 square feet - while keeping the 120 sq ft tool shed exemption. Patio slabs need no permit.
