Moreno Valley amends the state rule downward: the city's permit FAQ states a permit is needed for a retaining or block wall exceeding 3 feet in height measured from the top of the footing, rather than the state's 4-foot threshold. Walls at or under 3 feet from top of footing, with no surcharge, do not need a building permit.
