Moreno Valley does not require a permit for a fence.

When a permit is not required

Moreno Valley publishes a locally amended fence rule that is narrower than the state's 7-foot exemption: the city's permit FAQ says no permit is required when a fence is replaced with wood, vinyl or wrought iron, in the same location, not over 6 feet in height. A taller fence, a relocated fence, or a masonry or freestanding wall over 3 feet from the top of footing needs a permit.
