Moreno Valley requires a permit for a water heater.

When a permit is not required

No exemption - Moreno Valley gives water heaters their own dedicated permit line at the very front of the Building & Safety fee schedule, so replacement is permitted work. The flat fee applies only to traditional storage tank units, gas or electric; the schedule notes that tankless, heat pump and other special designs are charged under the general mechanical, plumbing and electrical permit categories instead.
