Moreno Valley requires a permit for a deck.
The city publishes no deck-specific amendment, so the adopted CBC/CRC 105.2 threshold applies - exempt only where the deck is not more than 30 inches above grade at any point, is not attached to a dwelling and does not serve an exit door. Note the city does separately exempt patio slabs and does require permits for all attached and freestanding patio covers.
