Orange County requires a permit for a re-roof.
Reroofing is not exempt in unincorporated Orange County; the County does not publish a percentage-of-roof-area threshold, so a roof covering replacement is permit work. In Very High Fire Hazard Severity Zones in the unincorporated canyon and foothill areas, Class A roof assemblies and ember-resistant detailing are enforced through this permit, and Orange County Fire Authority requirements can attach as a condition.
